Increasing the competitiveness of Trans-national Technology Transfer and Innovation in Romania by creating an Innovation Relay Center IRC Romania Innovation Relay Center Romania (IRC Romania) will provide cost-effective services that promote trans-national cooperation, respecting the real regional needs and that will be in synergy with national and regional support scheme. The main objective of this project is to develop and maintain a high level of IRC Romania services capability in delivering successful transnational technology transfer (TTT) to the local clients whilst addressing capacity deficits and encouraging the attainment of economic benefits for clients through successful agreements. For Romania, the target group will be especially the SMEs sector, but other organizations will be also targeted (such as universities, research centers, larger companies, professional and trade association, development agencies). The IRC Romania will act in four main domains such as information (including awareness campaign), direct contacts with clients for partner and technologies offers/requests, assistance for projects preparation and development and monitoring. The goal is to promote the transnational technology co-operation based on the flow of information and services provided by the main contractors and also by the regional partners. The network of main contractors and regional partners will be linked to the IRC and BBS network as beneficiary of an extremely powerful flow of information. The strategy is based on the following key actions:
IRC Romania team will act to support Romania for European Integration. Just for that the TTT and Innovation process will be focused on the co-operation between Romanian and European partners. The target group is officials from the government, central and local public authorities, research organisations, universities, SMEs and civil society. The main target of the Romanian IRC is to couple efforts coming from institutions and persons in charge for the local development.
The proposed project promotes the INNOVATION and TRANS-NATIONAL TECHNOLOGY TRANSFER, being in this way in line with one of the main objectives of the framework programme. Also, the Innovation Relay Center (IRC Romania) will provide cost-effective services that promote trans-national cooperation, respecting the real regional needs and that will be in synergy with national and regional support scheme.

4. Promoting the trans-national dissemination and exploitation of the Community research results in order to improve the economic and social impact of framework programme research activities and to enhance public awareness of the benefits of innovation, by:
5. Stimulating the capacity of firms to adopt new technologies in order to support SME participation in European research programs and in technology transfer projects, by:
6. Signposting to and coordinating with other regional/national service providers and actions, including Commission – supported networks, by:
7. Providing the IRC Network with the quality opportunities for TTT/cooperation in Romania by offering high quality technology offers and requests

Geographical area to be covered
IRC Romania will provide its services at national level, covering all of Romanian territory using a network of regional partners. Each partner will provide information to SMEs, universities and research organizations situated in the development regions defined through the Law 151/1998 and presented below. These regional partners are situated in the following important cities: Iasi, Braila (or Galati), Calarasi, Craiova, Timisoara, Cluj, Brasov and Bucuresti. In Iasi, Brasov, Cluj and Timisoara these centers are branches of the project coordinator – ARIES. Centers from Braila (or Galati), Calarasi and Craiova will work under direct monitoring of the partner – IPA CIFATT.
