Increasing the competitiveness of Trans-national Technology Transfer and Innovation in Romania by creating an Innovation Relay Center

IRC Romania

 

Innovation Relay Center Romania (IRC Romania) will provide cost-effective services that promote trans-national cooperation, respecting the real regional needs and that will be in synergy with national and regional support scheme.

 The main objective of this project is to develop and maintain a high level of IRC Romania services capability in delivering successful transnational technology transfer (TTT) to the local clients whilst addressing capacity deficits and encouraging the attainment of economic benefits for clients through successful agreements. For Romania, the target group will be especially the SMEs sector, but other organizations will be also targeted (such as universities, research centers, larger companies, professional and trade association, development agencies).

 The IRC Romania will act in four main domains such as information (including awareness campaign), direct contacts with clients for partner and technologies offers/requests, assistance for projects preparation and development and monitoring. The goal is to promote the transnational technology co-operation based on the flow of information and services provided by the main contractors and also by the regional partners. The network of main contractors and regional partners will be linked to the IRC and BBS network as beneficiary of an extremely powerful flow of information. The strategy is based on the following key actions:

·         to create an “optimum” framework for stimulating the partnership between government, intermediary organisations and private business sector aiming to develop an innovation strategy

·         to stimulate the local communities to identify their specific problems and find out ways to involve key actors to elaborate solutions to those problems

·         to support and convince SMEs to couple the efforts of the local governments, research organisations, universities and civil society  for local initiative development through innovation

·         to collect information and to spread out opportunities for partnership and business development

 IRC Romania team will act to support Romania for European Integration. Just for that the TTT and Innovation process will be focused on the co-operation between Romanian and European partners. The target group is officials from the government, central and local public authorities, research organisations, universities, SMEs and civil society. The main target of the Romanian IRC is to couple efforts coming from institutions and persons in charge for the local development.

IRC Romania will provide its services at national level, covering all of Romanian territory using a network of 7 regional partners (Iasi, Braila, Calarasi, Craiova, Timisoara, Cluj, Brasov) and Bucuresti. Each partner will provide information to SMEs, universities and research organizations situated in the Development Regions defined through the Law 151/1998.

The proposed project promotes the INNOVATION and TRANS-NATIONAL TECHNOLOGY TRANSFER, being in this way in line with one of the main objectives of the framework programme. Also, the Innovation Relay Center (IRC Romania) will provide cost-effective services that promote trans-national cooperation, respecting the real regional needs and that will be in synergy with national and regional support scheme.

 The specific objectives of the proposed project are:

 1. Promoting the IRC Romania, its services and IRC Network in Romania, by:

a)      Organizing and participating at events

b)      Elaborating presentation and information materials

c)      Contacting people

 

2. Supporting the Romanian SMEs development by implementing innovative/modern technologies, by:

a)      Identification of technology needs and their promotion through IRC network

b)      Promotion of technology offers received from the IRC network or from other sources

c)      Provide assistance for developing TT projects between identified partners

 

3. Assisting the national technology providers to promote at European level their innovative products and technologies, by:

a)      Identification of national technology offers and promotion using the IRC network

b)      Promotion of technology requests received from the IRC network members (or from other sources) to local providers matching the external needs with the local offer

c)      Providing Assistance for developing technology transfer projects between identified partners

 

4. Promoting the trans-national dissemination and exploitation of the Community research results in order to improve the economic and social impact of framework programme research activities and to enhance public awareness of the benefits of innovation, by:

a)      Identification of Community research results, especially those results identified as suitable for third party exploitation, and including cooperation especially with EUREKA representatives

b)      Promotion of research results to local industry or to external partners

 

5. Stimulating the capacity of firms to adopt new technologies in order to support SME participation in European research programs and in technology transfer projects, by:

a)      Assessment of SMEs sector in Romania - defining its strengths, problems and development trends

b)      Evaluation of SMEs needs and ability to became involved in trans-national cooperation

 

6. Signposting to and coordinating with other regional/national service providers and actions, including Commission – supported networks, by:

a)      a closer cooperation between already existing Community business support networks (such as IRCs, EICs, BICs, OPETs, etc) and IRC Romania

b)      coordinating activities with the National Contact Points network to avoid overlapping, to jointly organize common actions in the favor of local industry or research organizations and to provide best quality services through specialized personnel and specialized tools.

c)      providing access for clients through its services to other schemes like capital schemes, start-up schemes, IPR services, etc

 

7. Providing the IRC Network with the quality opportunities for TTT/cooperation in Romania by offering high quality technology offers and requests

 

8. Actively networking with other IRCs with a pertinent IRC objectives, by:

a)      Participating in specialist fora, like Thematic Groups (TGs)

b)      Staff placement to other IRCs

c)      Receiving help from specialized IRCs supporting IRC Romania in “innovation and TTT promotion”

d)      Organizing Joint IRC events

e)      Organizing Trans-national technology missions with other  IRCs

f)        Exchanging of good practices

 

9. Providing the key services which help promotion and/or facilitate innovation and trans-national technology transfer, by:

a)      Providing information on the innovation actions of FP6 (targeted calls, emails)

b)      Organizing specific workshops

 

Geographical area to be covered

 

IRC Romania will provide its services at national level, covering all of Romanian territory using a network of regional partners. Each partner will provide information to SMEs, universities and research organizations situated in the development regions defined through the Law 151/1998 and presented below.

These regional partners are situated in the following important cities: Iasi, Braila (or Galati), Calarasi, Craiova, Timisoara, Cluj, Brasov and Bucuresti. In Iasi, Brasov, Cluj and Timisoara these centers are branches of the project coordinator – ARIES. Centers from Braila (or Galati), Calarasi and Craiova will work under direct monitoring of the partner – IPA CIFATT.
